(a) Pursuant to § 7-9 of the Liquor Control Act, all appeals of orders or actions of the liquor control commissioner shall be made to the State Liquor Control Commission.
(b) Appeals to the State Liquor Control Commission from an order or action of the liquor control commissioner shall be limited to a review of the official record of the proceedings before the liquor control commissioner. In the event of such an appeal, the liquor control commissioner shall file, or cause to be filed, with the State Liquor Control Commission a certified official record, taken and prepared by a certified court reporter or certified shorthand reporter, of the hearing before the liquor control commissioner, within five days after receipt of notice of the appeal and upon payment by the appellant of the cost of the certified official record.
