§ 2-11 MEMBERS REQUIRED TO VOTE; VOTE NECESSARY FOR PASSAGE OF ORDINANCES, RESOLUTIONS AND MOTIONS; ABSTENTIONS.
   (a)   Every member of the board of trustees who shall be present when a question is stated from the chair shall vote thereon unless excused by the board, or unless he or she is directly interested in the question. The number of votes required to pass any ordinance, resolution or motion shall be as required by state statute.
   (b)   Except as provided in subsection 2-11(c) of this section, where no state statute specifies the number of votes required, the affirmative vote of a majority of those voting shall be necessary. In determining the number of affirmative votes in favor of any proposition, only a vote of "yea," "aye," or "yes" shall be counted as an affirmative vote. Votes of "abstain," "pass," or "present" or a refusal to vote shall not be counted as concurring in the vote or votes of any other members of the board of trustees, but, rather, shall be ignored in determining both the number of affirmative votes and the number of negative votes on a proposition.
   (c)   Unless otherwise provided by state statute, any ordinance, resolution or motion relating to zoning petitions or other petitions where such petitions relate to specific lots, parcels or tracts of land shall be approved upon a concurrence of a majority of those voting on such proposition in accordance with the common law of this state.
