The village datum is hereby established as a plane ninety-five and thirty-five one-hundredths feet below the bench mark cut on the top of the northeasterly corner of the retaining wall easterly of the easterly wall of the municipal building at the northeasterly corner of Village Court and Hazel Avenue.
