§ 1-2 DEFINITIONS AND RULES OF CONSTRUCTION.
   (a)   In the interpretation and construction of this code, the following definitions and rules of construction shall be observed, unless they are inconsistent with the manifest intent of the board of trustees or the context clearly requires otherwise:
      ACTION. Includes suits, prosecution and all judicial proceedings.
      BOARD. The words BOARD or THE BOARD mean the president and board of trustees of the Village of Glencoe, Illinois.
      COMPUTATION OF TIME.1 The time within which any act provided by law is to be done shall be computed by excluding the first day and including the last, unless the last day is Sunday or a legal holiday, and then it shall also be excluded. If the day succeeding such Sunday or holiday is also a holiday or a Sunday, then such succeeding day shall also be excluded.
      COUNTY. The words COUNTY or THE COUNTY shall mean Cook County in the State of Illinois.
      COURT.2 Includes justices of the peace and police magistrates as well as all courts of record.
      GENDER. Words importing the masculine GENDER include the feminine and neuter.
      IN THE VILLAGE. The words IN THE VILLAGE or WITHIN THE VILLAGE mean and include all territory over which the village now has or shall hereafter acquire jurisdiction for the exercise of its police powers or other regulatory powers.
      MONTH.3 A calendar month.
      NUMBER.4 Words importing the singular NUMBER may extend and be applied to several persons or things and words importing the plural may include the singular.
      OATH.5 Shall be deemed to include an affirmation and the word SWORN shall be construed to include the word AFFIRMED.
      OCCUPANT or TENANT. When applied to a building or land, means any person who holds a written or an oral lease of or actually occupies the whole or a part of such building or land, either alone or with others.
      OFFICERS or EMPLOYEE. Whenever the title of any village officer or employee is used, it shall be construed as if the words "of the Village of Glencoe" followed it.
      OR, AND.  OR may be read AND, and AND may be read OR, if the sense requires it.
      OWNER. When applied to a building or land shall include any part owner, joint owner, tenant in common, tenant in partnership or joint tenant of the whole or a part of such building or land.
      PERSON.6 Any individual, partnership, corporation, joint stock association or any city or state or any subdivision thereof; and includes any trustee, receiver, assignee or personal representative thereof.
      PRECEDING, FOLLOWING. Means the next before and next after, respectively.
      PRESIDENT. The president of the village.
      PROPERTY. Includes real and personal property.
      REAL PROPERTY.7 Includes lands, tenements and hereditaments and embraces all chattels real.
      PERSONAL PROPERTY. Includes every species of property, except real property as defined by this section.
      SEAL. The seal of the village.
      SIDEWALK.8 The portion of a street between the curb lines, or the lateral lines of a roadway and the adjacent property lines, intended for the use of pedestrians.
      STATE. The words STATE or THE STATE means the State of Illinois.
      STREET. The entire width between property lines of every way or place of whatsoever nature when any part thereof is open to the use of the public, as a matter of right, for purposes of vehicular traffic.
      TENSE.9 Words in the present tense include the future.
      VILLAGE. The words VILLAGE or THE VILLAGE mean the Village of Glencoe in Cook County, State of Illinois, except as otherwise provided.
      WHOLESALE, WHOLESALER or WHOLESALE DEALER. Unless otherwise specifically defined, shall be understood and held to relate to the sale of goods, merchandise and articles or things in quantities to persons who purchase for the purpose of resale, as distinguished from a retail dealer who sells in smaller quantities direct to the consumer.
      WRITTEN, IN WRITING.10 May include printing and any other mode of representing words and letters, but when the written signature of any person is required by law to any official or public writing or bond required by law, it shall be in the proper handwriting of such person, or in case he or she is unable to write, by his or her proper mark.
      YEAR.11 A calendar year unless otherwise expressed.
   (b)   All general provisions, terms, phrases and expressions contained in this code shall be liberally construed in order that the true intent and meaning of the president and board of trustees may be fully carried out.
