At the time of the taking effect of this chapter, or of any ordinance hereafter adopted establishing or changing the rate or scale of rates for any class in pursuance of the classification and compensation plan adopted, the rate of pay of each employee in a position of any class affected shall be adjusted, subject to the available appropriations, as follows:
   (a)   The rate of pay of any employee receiving less than the minimum rate of the scale prescribed for his class, shall forthwith be increased to such rate.
   (b)   The rate of pay of any employee who is paid at any one of the specified rates of the scale prescribed for his class, shall not be changed by reason of the new rate or scale adopted.
   (c)   The rate of pay of any employee who is paid at a rate between the minimum and the maximum rate of the scale prescribed for his class, but not corresponding with any specified intermediate rate of such scale, shall forthwith be adjusted to the nearest rate of such scale.
   (d)   The rate of pay of any employee who is receiving more than the maximum rate of the scale prescribed for his class may be reduced to such maximum rate, but the head of each department or other agency shall endeavor with diligence to provide by transfer or promotion, for placing such employee in a position of such higher class as will
