The head of each department or other agency, subject to the approval of the Mayor, shall prescribe by regulations, standard hours of service and leaves of absence to apply throughout his department or agency, and for standard procedures for the control of attendance and absence. The standards so established shall be uniform in their application to all employees in the City service under like conditions, but may vary among different groups whose work is done under different employment conditions.
