Whenever part of the compensation for the performance of the duties of any position in the City service is paid from a different appropriation, fund, or account, from that or from which any other part of the compensation for such position is paid, or is derived from any agency outside the City service, all such part payments shall be deducted from the amounts payable under the rate prescribed so that the total compensation for the position from all sources for any period shall not exceed the amount payable under the rate prescribed under the provisions of this chapter.
