141.10 DECREASES IN COMPENSATION.
   The head of any department or other agency who is dissatisfied with the character of work of an employee in a position of any class, may recommend to the Mayor a decrease in the rate of compensation of such employee to any lower rate in the scale for the class. The Mayor, after such investigation as may be sufficient to satisfy him that the facts justify the decreases recommended, may approve the recommendation so made and fix the rate to be paid at the lower rate in the scale for the class as recommended. The Mayor may of his own accord make such investigation and reduction in any case in which he may deem such action justified, and shall notify the head of the department or agency of such action.
