Upon and after the approval by the Mayor of allocations of positions to their respective classes, no employee in the City service shall be paid any compensation except in accordance with the provisions of this chapter.
The Director of Finance shall verify and approve the rate of pay for each employee as to compliance with the provisions of this chapter and shall certify each rate so determined to the Mayor, before such rate shall become effective, and shall give notice to the Mayor of each new employee added to the payrolls by any department or agency each month.
