The Mayor, in consultation with the heads of the several departments and other agencies, shall have the head of each department or other agency allocate
each position now existing, and each position hereafter created in the City service to its appropriate class within such time as the Mayor may prescribe, and the head of each department or other agency may re-allocate positions from class to class, with the approval of the Mayor, which the Mayor shall certify to the Director of Finance.
Whenever the duties of a position are so changed that the position in effect becomes one of a different class from that to which it has been allocated, such change shall operate to abolish the position and to create a new position of such different class.
Each appointing officer shall report to the Mayor, in such manner as the Mayor may prescribe, the duties of each new position and every material change in the duties of an existing position that might warrant a change in allocation.
The Mayor shall cause to be reviewed the duties and responsibilities of all positions in the City service from time to time with a view to determining whether re-allocation of positions from class to class, by reason of the duties and responsibilities of such positions, should be made.
The assignment of duties in any position, different from those ordinarily pertaining to the class to which such position is allocated, to be performed incidentally and in addition to the regular duties of the position, or to be performed temporarily in lieu thereof, shall not be deemed to require the re-allocation of such position to a different class.
