The plan of classification and compensation of positions set forth by ordinances of Council from time to time is made a part hereof by reference thereto as though fully rewritten herein, and the scales of compensation there provided for the several classes, are adopted to govern employment and compensation in all positions in the City service, in the manner herein provided.
