141.01 DEFINITIONS.
   Except where the context requires otherwise, the following expressions wherever used in this chapter shall be read with the meanings here given to them:
   (a)   "City service" includes all officers and employees of the departments and other agencies of the government of the City except the members of boards and commissions and such elected officers or employees whose compensation may be fixed by statute, incumbents of positions whose compensation cannot be changed during their terms of office, and those who are elected to positions in the government of the City as provided by the statutes of the State.
   (b)   "Class" or "class of positions" means a definitely recognized kind of employment represented by one or more positions in the service of the City so nearly alike in the essential character of their duties, responsibilities and consequent qualification requirements, that they may, with equity, be treated alike for employment and compensation purposes.
   (c)   "Definitions of classes" means the official descriptions in terms of duties, responsibilities and minimum qualification requirements, of the several classes comprising the classification plan.
   (d)   "Employee" means any incumbent of a position as defined herein.
   (e)   "Position" means an office or employment, or combination of two or more of them, involving an aggregation of duties to be performed and responsibilities to be exercised by one person.
