(a) The secretary of the Board of Control is hereby authorized and directed to make available copies of the minutes of all Board of Control meetings to all members of Council. Whenever practical, these minutes will be included in the Councilman's packet of legislation which is presented to them at least seventy-two hours before a Council meeting.

(b) The secretary of the Board of Control is hereby authorized and directed to prepare an agenda for any forthcoming Board of Control meeting, and
shall send a copy of this agenda to each Councilman at least forty-eight hours prior to the Board of Control meeting.
