The Architect shall perform the following services in discharging his duties relative to the retaining fee.
(a) Attend Council and Planning Commission meetings.
(b) Attend Committee meetings and conferences at the request of the Mayor or Council.
(c) Give advice to Council, the Mayor and other proper administrative officials on problems pertaining to architecture or planning. "Advice" does not include any architectural services for which compensation has been provided.
(d) Prepare reports, as requested on the progress of improvements or planning under his charge.
(e) Prepare feasibility reports of proposed municipal improvements.
