139.02 ARCHITECT'S DUTIES.
   The City Architect shall:
   (a)   Give advice to Council, the Mayor and other proper administrative officials on problems pertaining to architecture.
   (b)   Prepare formative or preliminary sketches, layouts, estimates, reports or studies concerning the advisability of proceeding with any public improvement contemplated by the City.
   (c)   Attend Council or committee meetings, conferences, etc., at the request of the Mayor or Council.
   (d)   Upon request, make and deliver to the City monthly reports of the progress of improvements under his charge, stating conditions of same, together with any other matters of interest desired by the City. All plans shall be the property of the Municipality and when so directed, be filed in the Building Department upon completion of any improvement.
   (e)   The Architect's services shall be available to any department of this Municipality and to any official acting in his official capacity in connection with municipal business.
