138.05 PRIVATE WORK.
   The City Engineer shall accept no further private engineering work within
the corporate limits of the City. Whenever any plans or specifications are prepared for private firms or individuals for work within the corporate limits of the City, which the City Engineer contracted to do prior to September 14, 1964, which plans and specifications will or should require the approval of the City Engineer in his official capacity on behalf of the City, such plans and specifications shall be reviewed and approved by an independent, qualified engineer especially hired for such purpose in each instance. The cost of such service shall be absorbed by the City Engineer.
