The Engineer shall perform the following services for a retaining fee as established by ordinance:
(a) Attend Council and Planning Commission meetings.
(b) Attend committee meetings and conferences upon request.
(c) Give advice to the Mayor, members of Council and members of the Administration on all problems pertaining to engineering. The term advice shall not include any engineering services for which compensation has been provided.
(d) Determine the feasibility of proposed municipal improvements and prepare reports, estimates and layouts as required.
