137.04 JURISDICTION.
   The Moral Claims Commission shall have final jurisdiction in determining any claim to the extent of one hundred dollars ($100.00) in value. Any claim exceeding the sum of one hundred dollars ($100.00) shall be presented and determined by the vote of a majority of Council, each such claim to be presented on its merits for final adjudication by ordinance only.
