129.02 SALE, EXCHANGE, LEASE OR DISPOSAL OF CITY PROPERTY.
   The following regulations and procedures for the sale, exchange or lease of municipally owned properties shall be followed and adhered to:
   (a)   There shall be a determination made, in writing, by the director of the department, that the specific property, either real or personal, is no longer needed for municipal use, or has become useless or unsuitable for such use. This determination must be approved by the Mayor in writing.
   (b)   An ordinance authorizing the sale of such property shall then be submitted to Council, which may require an appraisal to be made of such property by qualified appraisers before such sale is made.
   (c)   The sale of such property shall then be made by the Commissioner of Purchases and Supplies and the Mayor. If said property does not sell at the auction, the Commissioner of Purchases and Supplies may then dispose of said property.
   (d)   Whenever it is proposed to lease municipal buildings or properties, the Service Director shall first make a determination in writing that such building or property is not needed or anticipated to be needed for municipal purposes. Such determination must be approved by the Mayor in writing.
   (e)   An ordinance authorizing such lease shall be submitted to Council. Such ordinance shall contain a copy of the proposed lease approved by the Director of Law in form and content.
   (f)   The Service Director and the Mayor shall then enter into such authorized lease.
   (g)   Whenever it is proposed to exchange other real properties for municipally owned real properties, there shall be a determination in writing by the Service Director that such exchange would be of benefit to the City, together with the reasons therefor. Such determination shall be approved by the Mayor in writing.
   (h)   An ordinance authorizing such exchange shall be submitted to Council, together with the determination of the Service Director as aforesaid.
   (i)   The Service Director and the Mayor shall then conclude such exchange.
   (j)   Whenever it has been decided by the director of a department, that certain personal property is no longer needed for municipal use, or has become useless or unsuitable for such purposes and has either no value or a de minimus value, such director shall have the authority to dispose of such property.
