(a) There is hereby established a rate of eighty-five dollars ($85.00) per day for use of the Garfield Heights jail facility for the housing of prisoners by other governmental entities.
(b) The Chief of Police or any administrative personnel of the Police Division shall keep an accurate record of the use of the Garfield Heights jail facilities by other governmental entities and shall promptly invoice the governmental entity using such facilities and send a carbon copy thereof to the Director of Finance of the City.
