(a) Pursuant to Section 38 of the Charter of the City: The Department of Finance shall be in charge of the Director of Finance, appointed by the Mayor to serve at his pleasure. The Director of Finance shall have charge of the financial affairs of the City, including the keeping and supervision of all accounts; the custody and disbursement of City funds and moneys; the making and collection of special assessments, the issuance of licenses and the collecting of license fees; the control over expenditures; and such other duties as the Council may by ordinance require.
(b) The basic financial concepts that govern the financial operations of the City are included in various sections of State Law, including but not limited to Ohio Revised Code Chapter 5705: Tax Levy Law; Chapter 133: Uniform Public Securities Law; Chapter 135: Uniform Depository Act; Chapter 9: General Provision - Miscellaneous; and in various sections of the City's Charter, which was adopted on November 6, 1956.
(c) The various financial operational policies and procedures contained in Chapter 125 of the Codified Ordinances of the City will expand upon these basic concepts setting forth a detailed plan for citywide financial compliance for the various City Departments, Directors, and Administrators thereof. The major financial policy and procedure areas to be contained in Chapter 125 will be the Budgetary System; Chart of Funds and Account Codes; Accounting Ledgers; Revenue Activity; Purchasing Process; Cash Disbursement; Payroll Processing; Debt Administration; Capital Assets and Supplies Inventory; Cash Management and Investing; Financial Reporting; and Financial Disaster Recovery Procedures.
(d) Ultimately, the Finance Director shall be responsible for any and all requirements placed on the office of the Finance Director by any Federal, State, or Local law, rule, or regulation, whether or not the requirement is identified in any local legislation or contained within the Codified Ordinances of the City of Garfield Heights.
