Rule 31. Use of Council Chambers. The use of the Council Chamber for other than Council business shall be authorized by the administration.
Rule 32. Privilege of Floor. No person except members or former members of the Council, officers named in the rules, reporters for the newspapers and persons invited by the President of Council or by vote of the Council shall be admitted within the bar of the Council Chamber or Council Caucus, and the Sergeant-at-Arms shall cause this rule to be rigidly enforced. A citizen shall raise his/her hand to be recognized, after recognition he/she shall proceed to the front center aisle to address Council stating name, address and nature of business.
