111.06 COMMITTEES OF COUNCIL.
   Rule 19.   Rules of Committees. Except in case of obvious inconsistency or inapplicability, committee hearings shall be governed by the rules applicable to Council proceedings.
 
   Rule 20.    Committee of the Whole. When the Council shall decide to go into Committee of the Whole, without objection the regular officers shall continue to serve, otherwise the Council shall appoint a chairperson to preside, and the presiding officer of the Council shall leave the chair. The Rules of Council, insofar as practicable shall be observed in the Committee of the Whole, except that no limit shall be placed on the frequency of speaking, the Yeas and Nays shall be taken and a motion to rise and report progress shall always be in order and shall be decided without debate.
