111.02 PRESIDENT OF COUNCIL; COUNCIL MEETINGS.
   The President of Council shall preside at all regular and special meetings of Council. He/she shall have no vote therein. He/she shall assign a Sergeant of Arms to keep order in Council. He/she may order the removal of any citizen or member of Council from any particular meeting whenever such person's conduct becomes such as to disrupt the orderly conduct of the Council's business.
      Not later than the second regular meeting after its organization the President of Council shall appoint the following standing committees, each consisting of not less than three members:
   (a)    Finance Committee
   (b)    Ways and Means Committee   
   (c)    Legislative Committee
   (d)    Building Committee
   (e)    Recreation Committee
   (f)    Safety Committee
   (g)    Service and Transportation Committee
   (h)    Landfill Committee
   (i)   Communication and Technology Committee
      At any other regular or special meeting, the President of Council may appoint only standing or special committees deemed necessary.
      Council may, at any time, change committee assignments and/or chairmanships by a majority affirmative vote of all members elected to Council.
