The Council may, by a two-thirds (2/3) vote of its members, submit to the electors of the City of Garfield Heights at any general election amendments to this Charter, or upon petition signed by ten per cent (10%) of the registered electors of this City setting forth any proposed amendment and submitted to Council at least ninety (90) days prior to the general election such proposed amendment shall be so submitted by the Council. The submission of any proposed amendment to the electors shall be governed by the requirements of the Constitution of Ohio, and, to such extent as said Constitution shall fail to provide therefor, the Council shall determine the manner for such submission.
