There shall be a Recreation Board consisting of five (5) members. Council shall appoint two members for a term of two years, one of whom shall be a Councilman and the other a member of the Garfield Heights Board of Education. The remaining members shall be electors of the City, appointed by the Mayor, whose terms shall be for six years except that the Mayor's first appointment shall be for six, four and two years respectively.
The Recreation Board shall elect one of its own members as Chairman to serve a term of two years. The Recreation Board shall have all powers granted by ordinance of Council.
