A Department of Law, a Department of Finance, a Department of Public Safety, a Department of Public Service and Properties, a Department of Public Relief and Welfare, and a Department of Parks and Recreation are hereby established by this Charter, and the Council shall provide by ordinance for the organization thereof. The Council may establish by ordinance new departments or divisions thereof. The Department of Parks and Recreation shall be in charge of a Director of Parks and Recreation who shall manage and direct all recreational activities of the City of Garfield Heights.
With the exception of the Law, Finance, and the Parks and Recreation Departments, the Council may combine or abolish existing departments and divisons as it may deem necessary and may authorize one person to be the head of two or more departments or divisions.
