SECTION 32. TERM AND QUALIFICATIONS OF MAYOR.
   The Mayor shall be the Chief Executive Officer of the City. He shall be elected for a term of four (4) years, and serve until his successor is elected and qualified.
   The term of office of the Mayor elected in November, 1985, shall end at midnight of November 30, 1989. Commencing with the General Election in November, 1989, and for each succeeding term thereafter, the term of office of the Mayor shall commence on December 1st of said General Election and shall end four (4) years later at midnight of November 30th following the General Election in that year.
   The Mayor shall be an elector of the City and shall have resided in the City continuously for a period of at least five (5) years immediately preceding his election, and shall not hold any other public office or public employment except that of Notary Public or a member of the State Militia, or the Reserve Corps of the United States or a member of various Boards and Commissions with the approval of Council, and shall not be interested in the profits or emoluments of any contract, job, work or service with or for the Municipality. The Mayor shall have his office at the City Hall and shall devote his entire time and effort during business hours, and such other times as may be necessary, to the business of the City. If the Mayor shall cease to possess any of these qualifications or shall be convicted of crime involving moral turpitude, his office shall immediately become vacant.
