SECTION 14. CLERK OF COUNCIL.

The Council shall appoint a Clerk and such other officers and employees of Council as it may deem necessary to serve at the pleasure of the Council. The Clerk shall keep the records of the Council and perform such other duties as may be required by this Charter or by Council.
