SECTION 13. PRESIDENT PRO TEM.
   At its organization meeting, Council shall elect a President Pro Tem from among its members who shall preside in the absence of the President of Council and retain his/her rights, powers and duties as a councilmember, including the right to vote on all issues. No councilmember shall be elected President Pro Tem until that member has completed one full term in office. In the event no member of Council has completed one full term in office at the time the President Pro Tem is to be elected, all members of Council shall be eligible to be elected.
