SECTION 10. MEETINGS OF COUNCIL AND ATTENDANCE.
   Within five days after the commencement of their term, at the call of the Mayor, members of the Council shall meet in the Council chambers and organize. The President of Council shall preside at all Council meetings.
   In each calendar month, except that they may elect to adjourn during summer recess, the Council shall hold at least two (2) regular meetings, the time and place of which shall be prescribed by ordinance. The Mayor or any two members of Council may call special meetings upon at least twelve (12) hours written notice to each member, served personally or left at his usual place of residence. Such notice shall state the subject or subjects to be considered at the meeting and no other subject shall be there considered. Council meetings shall be open to the public at all times unless an Executive Session is held for one of the reasons set forth in Ohio Revised Code Sections 121.22(G)(1) through 121.22(G)(6). Absence from five consecutive regular meetings shall operate to vacate the seat of a member unless such absence is authorized by the Council.
