No person shall solicit contributions for any religious purpose within the City without a Certificate of Registration from the Building Commissioner. However, the provisions of this section shall not apply to any established person or denomination organized and operating exclusively for religious purposes so long as such solicitation of funds by such established person or denomination is conducted among the members thereof by other members, or officers thereof, voluntarily and without remuneration for making such solicitations, or, alternatively, so long as such solicitations are in the form of collections or contributions at the regular assemblies or services of any such established person or denomination.
