(a) The following conditions shall be met in order to operate a New Vehicle Dealership, a Used Vehicle Dealership, or a Vehicle Leasing or Rental Agency
(1) A new vehicle dealership or new vehicle leasing/renting establishment shall have the minimum of 100,000 square feet of total area located on contiguous parcels of land.
(2) A used car or truck dealership or used vehicle leasing/renting establishment shall have the minimum of 40,000 square feet located on contiguous parcels.
(3) The service garage, leasing department and other activities customarily incidental to a full service franchised automobile dealer shall be permitted as accessory to the sale of automobiles provided these activities are conducted in a wholly enclosed permanent building.
(4) Outdoor storage and/or sales of anything other than new or used automobiles, including open-air or outside markets and similar ways of conducting business, shall not be permitted.
(5) Automobile sales and/or service establishments shall not be permitted to utilize external loudspeaker systems.
(6) Any vehicles or equipment being stored on premises that are damaged, partially disassembled, or otherwise not in good running order shall be housed within a permanent structure so as not visible to the public.
(7) Care shall also be taken to minimize the effects of site lighting from causing a nuisance to neighboring residential areas. Site lighting shall be subject to approval by the Planning Commission.
(8) All banners, signs, and advertisements shall conform with Chapter 1140: Signs, of the Garfield Heights Codified Ordinances.
(9) Landscaping and fencing shall conform with the requirements of non-residential property as detailed in Section 1155.08, Landscaping and Screening Requirements, of the Garfield Heights Codified Ordinances.
