It shall be the responsibility of the builder of each new single-family dwelling unit and each new multi-family dwelling to install smoke detectors in each such dwelling unit as hereinafter provided. Such smoke detectors shall be installed in accordance with this chapter before an occupancy permit will be issued. Failure to install such smoke detectors as and where required by law shall subject the builder to the penalties set forth in Section 1509.99.
