(a) No person shall contract, orally or in writing, or engage in or work at the trade or occupation of roofing in the City until he has first procured a permit in accordance with the provisions of this chapter.
(b) Nothing in this chapter shall be deemed to eliminate or supersede the need to procure a license to do business as a contractor, and the posting of a bond, in accordance with Chapter 1309.
