(a) The Finance Director shall prepare a bill covering the cost of all time and materials used in carrying out the requirements of this chapter. This bill shall be submitted to the property owner, at the last known address of the property owner, and shall be paid within thirty days, after which the City can pursue any and all remedies available under law for the collection of moneys due the City. These remedies shall include, but not be limited to, foreclosure on the vacant property covered by this chapter. The owner of the vacant property shall be personally liable for any and all costs incurred by the City in carrying out the requirements of this chapter.
(b) The amount to be charged for time and materials shall be established by ordinance and updated on a regular basis.
