Upon the City receiving a complaint that an antenna is interfering with other modes of communication in the vicinity of the antennas, the City shall:
(a) Make an investigation.
(b) In the event it is determined there is probable cause that the interference is occasioned by the antenna, the City will notify the installer. In the event the installer does not remedy the interference and it is determined the interference is being caused by the antenna, then the owner of the property, purchaser of the antenna, and/or the installer may be charged under the penalty provisions of this chapter.
