No person, firm, partnership, corporation or other legal entity shall erect an antenna within the City, without first obtaining a permit therefor from the Building Commissioner as provided in this chapter. This section shall not apply to franchised television cable companies that serve the City, for-profit or commercial wireless telecommunications companies, or telecommunications utilities running wire or line through the City that require individual and specialized permits under these Codified Ordinances.
