No person, owner or agent shall sell, rent or lease a building or part thereof with an illegally converted attic, cellar or basement floor or with any illegal kitchen or cooking facilities located on the attic, cellar or basement floor without giving notice to the purchaser or lessee prior to the making of a contract for sale, rent or lease.
