1361.03 NOTICE TO OWNER.
   Whenever the Building Commissioner finds any building or structure or portion thereof to be an unsafe structure or public nuisance as defined in this chapter, he shall give written notice to the owner or owners of record, including any purchasers under a land sale contract and the persons occupying the building if they are not the owners thereof. The notice shall be written and specifically state the defects that cause the building to be unsafe and shall require the owner within a stated time either to complete specified repairs or improvements or to demolish and remove the building or structure or portion thereof, leaving the premises in a clean, safe and sanitary condition, such condition being subject to the approval of the Commissioner.
