The owner and operator and lessor of any building within the City containing four or more dwelling units shall, on or before July 1, 1969, upon a form provided therefor by the Property Maintenance Officer and available at his office, register such premises by designating thereon the name and address of the owner, the name and address of any lessor or operator other than the owner, and the name and address of an agent in charge of the premises residing in the Municipality who may be such owner, operator or lessor. If there shall be more than one person as owner, operator and lessor, then separate or a single combined registration may be filed as such persons may elect.
