For the safety of pedestrians and providing a means of movement of pedestrian traffic without being forced to walk in the streets:
(a) Temporary sidewalks shall be provided by the owner of any lot that is not developed when such lot shall be situated between two developed lots.
(b) In the event of an allotment, the builder shall provide temporary walks on all undeveloped lots when the allotment is seventy-five percent (75%) completed.
