No lot or land shall be filled with dirt within the City unless a permit be first obtained from the Building Commissioner. The Commissioner shall refuse the issuance of such a permit if a natural watercourse shall become blocked thereby or if the existing grade to be raised shall adversely affect the rights of abutting property owners. If the fill to be made is a substantial one, the Commissioner shall cause a record to be made of such fill which shall be kept on file by sublot number or other proper description in the Division of Building, Engineering and Inspection. Such records shall be maintained on file for the period required, prohibiting the setting of footers on filled land.
