(a) No person shall permit the collection of debris or loose paper or cartons about the site of a new building or alteration of an old building. The collection of such debris on public or private property shall be prima facie evidence of the violation of the provisions hereof.
(b) The builder, owner, contractor or subcontractor shall promptly remove dirt or mud from the public roadway and/or sidewalk, the collection of which is incidental to building activity on an adjacent site.
(c) The builder, owner, contractor or subcontractor shall provide one portion of the building site, not more than twelve feet wide, to be used as a driveway across the public sidewalk for deliveries by suppliers. Such area so designated shall be planked to provided access across the sidewalk of the building site. The existence of ruts in the public sidewalk leading to such building site shall be prima facie evidence of the violation thereof.
