(a) "Garbage" means every waste or refuse, animal, fruit or vegetable matter, liquid or otherwise, that attends the preparation, use, cooking, dealing in or storage of meat, fish, fowl, fruit or vegetable.
(b) "Garbage incinerator" means a structure or apparatus within which garbage can be consumed by combustion or dehydration.
