The Board of Review shall issue a permit unless it finds that any of the following requirements have not been met.
(a) Compliance with Codes Required. All requirements of the Building, Plumbing, Electrical, Heating, Exterior Property Maintenance and Zoning Code shall be met by such building or structure in its proposed new location.
(b) Application Requirements and Fees. Any application requirement or any fee or deposit requirement has been complied with.
(c) Safe Movement Required. The building, structure or part thereof is of physical dimensions and/or condition as to preclude movement without endangering persons or property in the City.
(d) Unsafe Building to Cause Danger. The building, structure or part thereof is in such a state of deterioration or desrepair or is otherwise so structurally unsafe that it could not be moved without endangering persons and property in the City.
(e) Unsafe for Intended Purpose. The building, structure or part thereof is structurally unsafe or unfit for its intended purpose when moved.
(f) Unsafe Equipment. The applicant's equipment is unsafe and persons and property would be endangered by its use.
(g) Any Reason for danger. For any other reason, persons or property in the City would be endangered by the moving or proposed method of razing the building or structure.
(h) Adverse Effects on Residential Districts. The proposed relocated building, structure or part thereof adversely affects the residential character of the immediate neighborhood, as that term is defined in Section 1359.04
