No person, partnership, firm, corporation or combination thereof, shall move any buiding, structure or part thereof over, along or across any highway, street or alley private property lines or public grounds within the City or raze any building, structure or part thereof, within the City, without first applying for and obtaining a permit from the Board of Review herein created.
