For the purposes of this chapter, there is hereby created a Board of Review which shall consist of the President of Council, the City Architect, the City Engineer and the Building Commissioner.
The Chairman of the Board shall be the Building Commissioner.
The Board shall have a Secretary who shall attend all meetings and who shall keep the minutes of the proceedings. The Secretary shall be appointed by the Mayor for a term of two years and shall receive as compensation for his services, such sum as provided by Council. The Secretary shall certify monthly to the Director of Finance the date of each meeting during the month and the names of the members who attended each meeting during the month.
All meetings of the Board shall be public.
The Board is hereby authorized and empowered to promulgate such written rules and regulations as may be necessary for the proper interpretation and administration of the provisions of this chapter, provided that such rules and regulations do not conflict with this chapter and conform to the general standards prescribed by this chapter. Such rules and regulations shall have the same force and effect as the provisions of this chapter, and the violations thereof shall be enforced as violations of the provisions of this chapter, as herein provided.
