No material, fence or shed shall be placed within two feet of any tree or four feet of any lamp post, fire hydrant, electrical conduit manhole, fire alarm box or catch basin; and all gutters shall be kept free and clear at all times. When material is piled or worked upon any paved roadway, it shall be placed upon plank platform with two-inch sleepers.
