Earth taken from excavations and rubbish taken from buildings being erected, altered or demolished shall not be stored upon sidewalks, streets or alleys, but shall be removed from day to day as rapidly as produced. Where dry rubbish apt to produce dust is being handled, it shall be kept wetted down so as to prevent its being blown about by the wind. Building rubbish and useless material accumulations on the upper floors shall be lowered in receptacles by elevators, or by closed chutes, directly into wagons; chutes over public property shall extend clear to the curb lines.
